Heritage Tourism Cultural Security Evaluation And Safety System

Culture increasingly becomes a strategic resource of economic and social development, and an important source of national cohesion and creativity in today’s society. It has been an important factor of comprehensive national strength competition, so the cultural security has become a momentous premise to promote the prosperity and development of national culture. But along with the speeding up of urbanization process, there are more and more frequent cultural communication and conflict in our daily lives, causing traditional culture have to face huge impact, so that the problem of cultural security has been attracted extensive attention from all walks of society. Moreover, the needs of the people’s historical nostalgic feelings and cultural experience grow with each passing day. Heritage tourism is in full swing, however, great negative effect on the cultural heritage has been caused by unreasonable development from some developer, Inadequate protection from the tourist managers and improper tourism behaviors. The non-renewable feature decides that it is of great urgency to maintain the cultural security, keep the original true and strengthen cultural protection of heritage resorts.From the perspective of cultural security, this dissertation has researched heritage tourist resorts. I comb the research progress of cultural security and heritage tourism at home and abroad in detailed, clearly define the meaning of heritage resorts, with analyzing the features such as historic, vulnerability, erodibility and concealment. Then combined with Delphi method and analytic hierarchy process (AHP), evaluation index system of heritage cultural security has been built, which is based on PSR model, in order to evaluate the status of safety culture under the pressure of various threats to their own culture, and resistance to the outside pressures which include social economy, the development of tourism and culture shock, in addition to find the balance point of tourism development and cultural protection, for ensuring the culture safety of the heritage tourist resorts. This dissertation uses Xitang historic town as an example for empirical analysis, to have a comprehensive evaluation and cultural security analysis. The reasonable results show that evaluation index system built in the above is scientific, operability and applicability, while finding out the weak link in the process of Xitang cultural development to promote cultural protection and put forward the corresponding solutions. Finally, based on the conclusion of cultural safety evaluation of heritage resort, cultural security guarantee system of heritage tourist resorts is built from the angles of reasonable planning and effective evaluation and institutional security, which help to cultural inheritance of heritage resorts and the original true protection. And then targeted countermeasures and suggestions will be come up with.The results of this research are as follows:firstly, the main pressures which influence the cultural safety of heritage tourist resorts, come from the urbanization process, the degree of commercialization and the impact of foreign culture. Secondly, the ancient buildings and facilities, site protection and perfect degree of culture interpretation system can well reflect the culture safety status of the heritage tourist resort. Thirdly, it is effective to increase cultural consciousness degree of residents, enhance community culture protection management, and put science and technology into use of heritage activation. At last, cultural security system mainly include security evaluation system, regulations system, supervision system, utilization system and guarantee system and security to protect culture original genuine and integrity of heritage tourist resorts.Based on the PSR model, the paper has researched cultural safety of heritage tourist resorts from three aspects:pressure, state and response, rendering the causal logic between the indicators factors, which help to reasonable and systematic culture safety evaluation. What’s more, this paper has constructed the cultural security system from the angle of sustainable development, so as to better strengthen cultural protection and inheritance of heritage resorts.
