| Knowledge-based technical innovation has become a crucial way to win the technical competition which has been being intensified by accelerated deepening of economic globalization; however, there are still more for China to do to improve its technical innovation programs which now are lingering around a low level. On this ground, it is very important to build an innovative culture system to support these innovations with soft power from culture.Based on available research results in the field, this paper conducts study and investigation on the connotation, system, mechanism and rules of innovative culture using theories and methods of philosophy of science and technology, culture, management, personnel and other subjects, demonstrating the interrelationship between technical innovation and innovative culture. The paper strives to provide innovative culture supporting the technical innovations and give some guidelines for innovative culture activities.This paper is comprised of four parts:Part1gives briefing on background, relationship between theory and practice, findings of related study as well as highlights of this paper; Part II provides an overview of technical innovation theories and basic innovative culture theories, including their rise, connotation and nature as well as indicates the interaction between technical innovation and innovative culture; Part III is carried out around the theme of technical innovation, with focus on forming the basic structure of the innovative culture system corresponding to it, from material culture to concept culture to system culture to behavior culture, explaining structure and function, operation mechanism, and meaning of innovative culture; and Part IV studies some ways to form innovative culture and promote technical innovation.At last, the paper comes to a conclusion to summarize the research theories, indicating a new field for innovative culture. Developing innovative culture will promote the sound growth of technical innovations. |
