He Yang Town, which this thesis paper refers to, lies in the type of defensive-hold towns in Central-plains. He Yang Town, mainly consists of Meng Zhou and Huai Zhou from the An-Shi Rebellion to the year of888after Zhu Quanzhong’s control.The military position of He-yang and Huai-zhou area improves graduallly during the An-shi Rebellion,after the rebellion He-yang town plays an important role in protecting Luo-yang against the vivil war many times. This thesis paper will generally discuss He Yang Town from4parts:the establishment and evolution from the very beginning, the mature period during the An-Shi Rebellion, development until the late Tang Dynasty and the relationship between He Yang Town and the central government. As a result, the internal connection, between the development of local government and the disappearance of central dynasty, will be demonstrated.The first chapter, the establishment and evolution from the very beginning, will discover the administrative and geographic condition. Besides, several historical documents will be researched to find out how the embassadors’are dismissed. Then a conclusion can be drawn:the embassador of He Yang is set regularly after a fire in De-Zong, which means the military temporality is abandoned. Meanwhile, the change of jurisdictions in He Yang, the geography and transportation in He Yang and Huai Zhou will be covered through the historical documents.The second chapter, the mature period during the An-Shi Rebellion, will describe the process how the strategic position of He Yang and Huai Zhou is improved. And the ex condition of He Yang and Huaizhou--Embassdor of He Yang will be analyzed. After the An-Shi Rebellion, the mature building for He Yang has finally become true with the threat brought from He Bei and the development of the central plain.The third chapter, the development until the late Tang Dynasty, will describe the process of development of He Yang Town, combining the policies of local power and wars. From the rein of De Zong to Xian Zong, He Yang Town has become an obvious military strongpoint, comparing to the temporary setting from the very beginning. With the rebel of Zhao Yi Town, He Yang Town has become more and more important. After the traditional military pattern broken by Huang Chao Rebellion, He Yang Town has come to a significant military force, yet finally under other local power’s control.The fourth chapter, the relationship between He Yang Town and the central government, will conclude three parts as following:the type of He Yang Town, the setting of embassdor and the military condition. The central government has made the policy of "Weaken" to the defensive-hold towns in Central Plains, especially He Yang Town. In the background of country disorder, the powerless defensive-hold towns in Central Plains will only be controlled or annexed, which rapidly causes the disappearance of Tang Dynasty.
