Research Policy Changzhou City, Jiangsu Province Animation Industry

As an emerging industry animation industry has a close relationship with theenhancement of national soft-power cultural. In the economic structure and theprocess of social transformation, cultural industry in the position of national economyis rising continuously with the development of the economy, and becomes regioneconomy development accelerators and point of growth. All levels of government onthe development of cultural industry, especially the development of animationindustry is very deeply. And government policy support is closely related to thedevelopment of animation industry. Government can give a full range of care andsupport to the animation industry such as the industrial policy, taxation, capital, talent,technology, intellectual property protection and other respects, and lead to a completeindustrial chain formation of the animation industry, increase the investment ofprivate capital to the cartoon animation, improve the personnel training system, trainanimation enterprise innovation ability, promote the animation OEM industrygradually from original, and encourage domestic animation to go abroad. In Jiangsuprovince, Changzhou animation industry started earlier, and had some first-moveradvantage in each city in the country. But with the whole society attention toanimation, animation industry development is not to be the real significance of pillarindustry in Changzhou. As one of the city of the Yangtze River Delta, has superiorgeographical environment, and rich cultural resources, it is a kind of regret. Thereasons for this phenomenon are in many aspects, but the government’s policy is oneof the most important reasons.In this paper, base on the definition and features of the animation industry,animation industry chain and the influence to economy, animation industry culturecharacteristics of animation industry development theory and the development ofanimation industry policy, in the light of the animation industry development presentsituation in Changzhou Jiangsu Province, and through the questionnaire survey andanalysis, studied the Changzhou animation industry achievements obtained anddifficulties encountered in detail, in-depth analyzed of industry development’sproblem and reason, drew lessons from the United States, Japan cartoon and SouthKorea’s advanced policy concept, to put forward to speed up the Changzhouanimation industry development policy measures: to establish and perfect the animation industry development planning and policy support; to introduce high leveltalents, to cultivate compound talents; to perfect the intellectual property protectionsystem; reasonable, effective allocation of resources, to rationalize the industrial chain;to strengthen policy guiding, and widen financing channel. Firmly grasp the culturalprosperity in big development strategic opportunity, in accordance with theconstruction of "cultural Changzhou" target, to further promote the animation industrydevelopment with special characteristics.This paper is divided into six chapters.
