Studies On Administrative Law Enforcement Of Quality Technical Supervision Authorities In Tianjin

With the continuous development of China’s economy in recent years, qualityand technical supervision system (QTSS) has face a difficulty in quality ofadministrative law enforcement which effect Chinese good market economy.Governments at all levels attach great importance in pursuing the goal of how topromote quality of administrative law enforcement and reduce the harm that fakeproducts bring to consumers. Reform of QTSS is an important part of our governmentin implementing administrative system reform. We are at the primary stage ofsocialism, the good quality of administrative law enforcement in QTSS is not only anobjective requirement to build ‘service-oriented’ government and reduce disputes oflaw enforcement, but also an urgent requirement to change work quality and workattitude of QTSS and better serve for the masses. Our main goal of administrative lawenforcement reform in QTSS is to build a service-oriented and responsibility-orientedgovernment, hence, it is significance to enhance work efficiency of QTSS if we canpromote the work quality and supervision level of QTSS, what’s more, to raise QTSS’service level for masses also reflects the nature of our government in scientificgovernance and democratic governance.Most of previous studies focus on the division of QTSS’ authorities and lack thescientific judgment to its functions. Our QTSS, to a large extent, is always lack offunctions absence and overlapping functions, etc, which has seriously affected itsscientific and healthy development. In addition, there are defects in its currentmanagement methods, tools and systems, which has also become the technicalbarriers in restricting QTSS reform and development, and further, affected thedevelopment and perfect of our market economy. If we want to overcome thesedifficulties, we must carry out system reform and innovation and perfect system’sworking procedures and processes.This paper, through analyzing present situation, integrates the characteristics ofmarket economy, put forwards several suggestions and strategies for reference. At theend, it comes to conclusion that to build up perfect management and supervisionsystems and improve management methods are effective ways to realize legaladministration and build up a ‘serve to masses’ harmonious government.
