At the end of the19th century and the early of20th century, the international community was undergoing a transformation from the monopoly capitalism to the the imperialism.After a longterm plunder, Western powers were going to divvy all over the world up. What’s more, China was gradually reduced to a colonial and semi-colonial countries. Faced with such a situation, various kind of forces of the United States launched a fierce debate on the China policy, which, eventually, contributed to the Open Door Policy.The formulation of the U.S. foreign policy is deeply influenced by its form of government whose is characteristic in separation of powers and by its tradition of democracy and freedom. This article studies various domestic factors that affect the Open Door Policy. Firstly, from a theoretical point of view, there is a brief analysis of the impact of U.S. major domestic reasons for its foreign policy.With certain specific historical facts, the main part explains the role of the ideas, the political and social forces and other factors in the Open Door Policy-making process, thus, proving the historical inevitability of this policy,which is the inevitable product of the stage of American social development and the certain choice of U.S. foreign policy makers who have to think about comprehensive consideration to safeguard the maximum interests of the United States.
