Since the John Hay Note issued, the"Open Door"Policy became an important tool for America fighting for Powers in the Far East. Although America from its own interests, it had compromised with Japan. But in China it always adhered to the"Open Door"principle. In 1922 on the Washington Conference the United States through the"Nine-Power Treaty"would be established "open door" principle became the 1920s thoughts of U.S. China policy .Under the guidance of this principle, the United States had taken a different position to North and South Government of China in 1920s. With the changes of Chinese situation, the US's China Policy had been a major change which from supporting to gradually alienating the Northern Warlord Government and at the same time from ignoring to gradually tending the Nanjing Government. There were two reasons for America changing the policy. The First was complied with the development trend of the Chinese people demanding revolution. The Second was accord with the American interests in China. These changes generated a broad and profound influence. Not only help of the Chinese revolution and consolidation of Nanjing government also strengthened Sino-US relations. The United States expanded the rights and obtained the dominate position of trade in China. In addition to the United States fiercely restricted the Japanese military expansion in China. Under the Washington system, the America maintained the balance of powers in Far East.
