The article mainly analyzes the note from the1899Open Door Policy to the1922Nine—Power Treaty signed during the process of evolution anddevelopment of the U.S Open Door Policy.The first chapter describes when the William Mckinley government was inpower, imperialist powers intended to carve up China. The U.S government wasbased on his own strength and the development of domestic and internationalsituation, U.S government announced Open Door Policy to the major imperialistpowers in1899—1900, and finally established two basic principles that theUnited States handles its relations with China, the Equal Opportunity andPreservation of China.The second chapter describes the note form the Open Door Policy to theQing emperor abdicated during the implementation of the U.S Open Door Policy.When Roosevelt and William Taft were in power, the United States and Russia,China and Japan scrambled for northeast in China and President William Taftcarried out the Dollar Diplomacy in China. It analyzes the constraints during theUnited States in the implementation of China Open Door Policy.The third chapter describes when President Woodrow Wilson was in power,Japan accelerated pace of desire in order to take over China. The contradictionbetween the Open Door Policy and the Special Interests highlighted between theUnited States and Japan, and President Wilson used the diplomatic means ofIdealism to challenge how Japan dealt with the Open Door Policy.But facing thereality,Wilson’s idea was shattered.The fourth chapter describes during the Washington Conference, the OpenDoor Policy was recognized by the whole international. After World warⅠ,because of the contradictions intensified in the Far East between the UnitedStates and Japan, the United States utilized the international treaties on theWashington Conference to keep within limits to Japan.By signing the Nine Power Treaty with participating counties, Open Door Policy was admitted andaccepted by the Big Powers. Open Door Policy implementation reached a peak.
