With the popularity of the documentary,"Rise of Great Powers ", both scholars and the public have expressed a wide range of interests on the great powers and the history of them. At the same time, research articals about How China becomes a great power are in a substantial increase. In fact, the great powers and the relations among them has been always an important research direction in the field of diplomatic studies, and great power politics is also an important part of the international community. However, the studies on the great powers began with the definition of them. This paper attempts to answer the question that at what level of national strength can a nation be regarded as a great power. In this paper, I will use the quantitative method to find the objective standard to judge national strength.Firstly, started from the definition of great power, I will make a distinction between similar concept "power" and "hegemonic power ". Then I will make a summary of the existing theories on the standard of the great power. It summed up that there are three ideas on the source of great powers:resource, relationship and outcome. After that, I will analysis and summary on the recognized great powers to lay the foundation for quantitative formula derivation.The national strength quantitative formula is:Pp=(C+E+M)*(G+D+I). In this formula, C is Critical Mass, E is Economic Capability, M is Military Capability, these three elements represent the hard power. And the soft power can be calculated in G(Government capacity), D(Diplomacy capacity) and I(Involvement in international organizations). After calculation, the great power is the nation whose national strength beyond the15%of the standard formula, which is450score.In conclusion, after calculation of the national strength of a few countries in the world today, the result is:the United States is the only one great power today, the others such as such as Britain, France, Germany, Japan and India’s comprehensive national strength values have not reached the standard. China does not exceed the standard either, but is very close to the standard value.
