Gray Clustering Analysis Method And Its County (city) Level Scientific And Technological Strength Evaluation

The correct evaluation of the science, and technology strength of the district, and the objective analysis of the science and technology development of the district, are useful for the government to establish right policy, to configure the resources efficiently, and to compete with the other districts. In this paper, we applied Grey Cluster method (especially Grey Fixed Weight Cluster method) on the analysis of the science and technology strength of each county of JiangSu province. Based on the results of clustering, we created decision-trees to find out some useful rules. At last, we gave out the assessment.This paper emphasized on the theory and merit of Grey Clustering. After we got the results of Grey Cluster method, we used fuzzy comprehension judgment method in the evaluation of the whole of the all counties. At last, we could use the results of clustering to create decision tree, which is an important tool of knowledge discovery. Combining decision tree and clustering method, we could find out some rules behind data.
