With the rapid development of science and technology, intellectual property hasgradually turned to be an important part of international relations. As science andtechnology are key elements of the comprehensive national power of a country, whileintellectual property protection plays a vital role in the scientific and technicalcompetition; intellectual property strategy has become a significant means to promotenational competitiveness. It has been a consensus of every country to formulate andperfect their development strategy for and to enhance international protection forintellectual property through bilateral and even multilateral exchange and cooperation.Although “Paris Convention for the Protection of Industrial Property” and“Berne Convention for the Protection of Literary and Artistic Works” have laid afoundation for the system of international intellectual property protection, thefollowing scientific and technical innovation and the rising of new industries willinevitably cause demand for adjustment in both the extent and depth of the system.Since the system still faces a series of problems such as the polarization in wealthresulting from the protection rules, the imbalance between interests of the north andthe south, and the disparity of the scope and capacity of the protection, it requires thejoint effort of international society to deal with them.Intellectual property hegemonism, the product of the integration of intellectualproperty and national hegemony, is showing a strong impact on the currentinternational relation system. As a hegemony tool, intellectual property reflects inlegislation that the developed countries endeavor to escalate their domesticintellectual property law to an international treaty, while in practice that the developedcountries monopolize high-technology industries of developing countries. Therefore,getting adapted to the intense competition of international economy, it is necessary fordeveloping countries to frame and perfect their national intellectual property strategieswhich are suitable for their national situations. Understanding properly the intellectualproperty strategy of major countries, paying close attention to the intellectual propertyhegemony in international relations and distinguishing correctly classical hegemonyand hegemony of new types will be beneficial for developing countries to recognize the impact of the new-type hegemony, to regulate “intellectual hegemony” and toprevent developed countries from misusing the monopoly of intellectual property toacquire illegitimate interests.China improves the intellectual property protection system under the dualpressure from the external and the internal. Improving the capacity of protecting ourintellectual property, promoting our discourse power in international intellectualproperty and reaching a balance between state interest and external pressure areimportant and urgent issues that must be addressed.
