The social management innovation has always been a hot topic. All classes payattention to it. However, different people from different classes have differentunderstanding on social management innovation. Some people think that it isgovernment’s own business, nothing to do with ordinary people, and the innovationactually refers to government management reforming, system and mechanisminnovating. And other people say, social management is a huge project which needsthe Government and society to work together. And the innovation is the joint ofmanagement and services. Strengthening the service function of the government is theway to achieve management optimization. I believe that, in order to maintain societyharmony and stability, the social management is not only the government’sunilateral behavior, but also needs all kinds of social subjects to participate in actively.Zhongtang Town, an important part of Tianjin Binhai New Area, has a longhistory, excellent location, rapid economic development and high people’s livingstandard. In recent years, the Town has carrying out many useful attempts in theinnovation of social management, such as the innovation in cultural construction, indemocratic management, in social risk assessment, and in social comprehensivemanagement. By analyzing the practices of social management innovation inZhongtang Town, some understanding and awareness are put forward, as a referenceto further research on social management innovation.The article is divided into five parts. the first chapter is the introduction,introducing the background, purpose, significance of the research. The second chapteris questions analysis of social management innovation in Zhongtang Town. Firstly,introduced the town’s basic situation, secondly, listed the nine problems in socialmanagement work, and then analyzed them on concept, organization and methodlevels. The third chapter describes the architecture of social management innovationof the Town. Beginning with the significance of social management innovation of theTown, the macro strategy of the innovation has been described, emphasizing thepoints of concept innovation, organizational innovation and operational innovation.The fourth chapter introduced and summarized the practices and effectiveness of social management innovation in the cultural construction, democratic management,social risk assessment, and social comprehensive management in Zhongtang Town.The fifth chapter is the conclusion, summarized the achievement of socialmanagement innovation of the Town, and indicated the direction of future work.
