A Report Of Inner Mongolia Autonomous Region’s City Community Management System Reform

As reforms by China’s economic, political, and cultural system, the urban social environment had a great change. The state-owned enterprise reform has regressed "unit person" to "community", and a large foreign population came into the city. City residents living environment and a population have changed, and the urban social intensified complexity. The urban community in reform, opening up and modernization process in the unique position is revealed. The original city grass-roots community management system has couldn’t keep up with the development of city steps, therefore the reform of old system and establish a new system become the inevitable requirement of the social transformation period. Strengthen community construction and advancing the management system reform of urban community has a far-reaching significance to China’s political system reform.In recent years, the rise of western civil society theory and management theory provides a new perspective to the primary-level management system reform of urban community. The community management of foreign developed city also provides some reference models for the management system reform of China’s city community. The national cities were beginning to reform the city primary-level community management system. The three representative types were the government’s leading, half government and half self-governing, and community organisation self-government. These new reform models received some achievements and formed unique models.According to Central government’s request of the social management pattern about the Party leading, the Government taking responsibility, the Social cooperation and the Public participation, Inner Mongolia autonomousregion made a positive pilot exploration to the community management system reform. However, the population structural differencing and cities scale development unbalancing of China made the pilot still have some defects by the theory and practice. In the process of the reform of the Inner Mongolia autonomous region has been found in some new problems in the new situation by the reason of differences of localities, city, conditions and characteristics. By the research of the theoretical analysis and practical research, this report started with cases analysis of symposium, interview and individual visit. Deep analysis and finding reasons of the bottle-neck which Inner Mongolia autonomous region primary-level community management system reform met was also carried on by Comprehensive use of political science, public administrative theory and sociology. Based on the analysis, actively explore both practical and realistic targeted urban community management system reform measures.The main idea include the following content:Part1-Introduction:Mainly introduces the basis and significance of the topic, research situation and review method; and introduces theoretical basis of the management system reform of the city primary-level community.Part2-Expounds the community development experience of the United States, Singapore and made the horizontal comparison. Analyzing the practice of typical model In China by Shanghai, Shenyang and Jianghan.Part3-Base on introducing the practice of the management system reform of the primary-level community of erlianhot city and QingShan district of Baotou city to deep analyse present problems and to find the reasons for problems.Part4-Countermeasures and Recommendations:According to the practice of the management system reform of the primary-level community of erlianhot city and QingShan district of Baotou city, suggested the future development orientation and path of the management system reform of Inner Mongolia autonomous region. This report argues that China would build the civil society and toward the democratic politics finally by improving primary-level community management system reform, steadily promoting the whole work mechanism, emphasizing the organization’s functions, vigorously digging and integrating social forces and paying more attention to the plan as a whole of the construction investment.
