The Status And Strategy Analysis Of The City Community Consultation

Community is the most basic unit of social governance,community governance is related to the implementation of the government policy and policy,more related to the vital interests of the community residents.The Central Committee of the Communist Party of China and the State Council issued the opinion on strengthening and perfecting the urban and rural community governance in June 2017,which requires a comprehensive promotion of the rule of law,science and essence of urban and rural community governance.To refine the level,we need to enhance community residents' participation ability to improve the level of community governance.The nineteen report is clearly pointed out that we should play an important role in socialist consultative democracy.It's the essence of people's democracy that we consult with others when we discuss things well.Since the eighteen convening of the Communist Party of China,urban and rural community consultation has been carried out in different forms and has increasingly become an important way for grass roots autonomy.The institutionalization of community-based consultations and the content and form of rich consultations have become an important content of strengthening community governance.Beijing has actively responded to the policy call,and actively carried out various forms of exploration and practice according to the practical needs of community governance.This paper takes B street community in Xicheng District of Beijing as an example,adopts questionnaires and interviews to conduct research,and analyzes the development status of B-street community bargaining negotiations through the use of primary information obtained.B-street has achieved certain results through community bargaining and consultation practices.Effectiveness,however,there are still problems in the community's discussion and negotiation,such as the lack of ideological awareness among the government and the community,the lack of professional ability of the community to negotiate participants,the weak links in the negotiation process,and the limited consultation path.Community bargaining negotiations have the characteristics of diversity and relevance of the subjects,the process of reflecting the spirit of public decision-making,and the theme of focusing on public affairs.As an important means to improve the ability of community governance,' this paper believes that the further development of the community bargaining negotiations needs to comprehensively deepen consultations with the community.Recognize and enhance the ability of participants in the negotiation process,improve procedures for consultations,and broaden participation in community consultations.
