Non-war Military Operations Emergency Management

At the same time, insecure elements in many fields tending to intrigue crisis such as natural disasters, social conflicts and terror attacks are diversified, thus present three-dimensional extent. THE18th National Congress report of CPP pointed out specially that’The intertwined issues of survival and development security, traditional safety threats and non-security threats our nation is facing to’,’To promote the capability of accomplishing diversified military mission focusing on the ability to win local wars in the information environment, which provides a new direction to carry out the mission from all directions in new era. With the non-traditional security threats get more and more outstanding, arm forces engage in non-war military action frequently, and it is the necessary claim and urgent subject of how to strengthen the emergency management of non-war military action and promote the capability of preventing and dealing with crisis and emergency, meanwhile, the same to abroad and domestic security threats.In this paper, we start from the concepts, content, characteristics significance and constitution of basic theories of non-military action emergency management, illustrate the process and key points of organizing the non-military action emergency management. At the same time, choosing U.S.A, Russia, U.K, Japan, France, Mexico and other countries as the references to compare with our own. From the comparison, we can find out the same and different points, and see the gap between that of our own work and other countries, after that we can get the enlightenment and suggestion, and it should be useful to promote the legalization process of non-military action emergency management and facilitate the healthy development of our nation’s security and stability eventually.
