In recent years as domestic emergencies break out more and more frequently, all categories of non-traditional threats have begun to emerge. After the breakout of SARS in2003, China gives a high attention to the research on emergency management, on which the military and local governments come out with a series of regulations, greatly advancing the development of civil-military cooperation. The wide involvement of the military in domestic emergency management not only heightens the efficiency but also increases the local government’s capabilities in dealing with emergencies. Nevertheless, some problems still exist in the process of civil-military cooperation in managing emergencies. The lack of a comprehensive system has in this way or another compromised the capability to deal with emergencies, making management effect hardly meet original expectation. Based on the concept of non-combat military operation and civil-military cooperation, this thesis mainly focuses on the emergency management of natural disasters. Through the study of foreign advanced experiences in emergency management, the author intends to analyze the status quo of domestic civil-military cooperation and then tries to outline the establishment of a comprehensive system of emergency management featuring civil-military cooperation from the aspect of regulation construction, emergency command and control, information sharing mechanism construction, emergency management force construction, logistics construction, and joint exercise mechanism construction. The thesis is designed to provide references and suggestions for improving the efficiency of civil-military cooperation.
