Independent Institute Of Party Building And The Countermeasures

In the process of China’s higher education reform and development, independent colleges emerge and develop rapidly and have become an important part of higher education in our country. Due to the independent institute which is totally different from the ordinary university’s leadership system and operating mechanism, independent institute’s party construction work brings out completely different characteristics with ordinary college’s party construction work, at the same time, it also makes independent institute’s party building work face many difficulties. Thus, study about independent institute’s party building work has become a new hot spot of theoretical exploration. In this study, we absorb and draw lessons from domestic scholars’research results about independent institute’s party building work. Combining those bases with my experience and thinking in independent institute’s party building work, we study and explore the particularity and regularity of independent institute’s party building work to find out the specific reason which influence it, and propose countermeasures for strengthening independent institute’s party building work. Research results can not only further enrich the theory of party building in colleges and universities, but also can provide theoretical reference and practice guidance for the development of independent institute’s party building work. Total paper is divided into three chapters. The first chapter:the development and characteristics of independent institute’s party building work. Firstly, we clear definition of independent college, define the position and role of the independent college party organization, the scope of research is to be cleared. And then, we comb the development of the independent institute’s party building work, and sums up three characteristics of the independent institute’s party building work:the independent college party’s organization construction is complete; the independent institute’s party is not decision-making power of determining school’s major matters; the independent institute’s party plays a role as political core. The second chapter:the problem independent college’s party construction faced with and its cause analysis. First of all, we comprehensively comb the problem independent college’s party construction faced with, and put forward that independent institute’s party building work is faced with problems in five aspects: independent institute party’s marginalized phenomenon is serious; lack of necessary conditions of guarantee, to carry out party organization activities is difficult; Construction of the party league needs to strengthen; The education management of faculty members is not effectively in place; Students’ party construction needs to be strengthened. On this basis, we make systematic analysis of the cause of the problem the independent college’s party construction faced with, and summarize its causes in five aspects:society host of has inadequate recognition of the importance of independent institute’s party building work; Person of Communist party who is in charge doesn’t understand the particularity of independent institute’s party building work enough; the university’s party committee can’t instruct independent institute’s party building work timely and in place; the working system and operational mechanism of independent institute’s party building work is not perfect; Independent institute’s party building work is lacking in support from laws and regulations which are legally enforced and practical. The third chapter:countermeasures of strengthening independent institute’s party building work. On the basis of comprehensive and systematic analysis of problem independent college’s party construction faced with and its cause, in view of the fact that independent college enforce president responsibility system and private operation mechanism under the leadership of the board of directors (the board), we put forward six measures to strengthen independent institute’s party building work:The first one is to carry out the independent institute party’s political leadership, participation in decision-making and supervision on action, ensure party politics play a central role. The second one is to adjust the affiliation of party membership. Suggesting that we can remove party committees of independent institute from host colleges’ party organization to provincial administrative education department for direct management, and the administrative education department at the provincial level should take the responsibility of forming leadership of party organization of independent institute. The third one is to establish and perfect communication and coordination mechanism between the party organization and the board of directors (the board) and the dean, to improve the working system of inner party, the party organization’s safeguard mechanism of activity funds., and so on. The fourth one is to strengthen the team construction and construct a high-quality, highly efficient party work team. The fifth one is to strengthen the work of enrolling party members and education management work of party members. We take these steps to keep party members’ progressiveness and purity. The sixth one is to strengthen the leadership of the CPC party construction of independent college.
