Research On The Thought And Countermeasure Of Improving The Construction Of Security Community In China With Holistic Governance Theory

Security community concept was born in the first session of the World Congress of the prevention of accidents and injuries that was held by World Health Organization(WHO). The meeting adopted the declaration of security community and put forward the slogan, " Everyone enjoys the equal rights of health and safety ". The content of the security community,whose core value concept is to maximize the realization of community public security,involved in many community areas,such as traffic,public places and schools.At present, our country is in a period of modernization and the rapid development of urbanization. Population in city is increasing, social and community structure are getting complicated. Therefore, the Chinese government attaches great importance to carry out safety emergency management work in the community. Under the government’s strong support and promotion, many provinces and municipalities are implementing diversified measures of the community construction. But in government-led community governance and community building work, there are serious security administration tendency problems, managements` main responsibilities are vague, functional dislocation, management circulating is still in the government function transformation. In the process of the city management moving down, community management organizations decentralized the power, lacking of funds and community resources. There is a problem of fragmentations in community organization management, at the same time, residents in the community governance had always been in a state of passive acceptance, which leads to a low social credibility of the community and a lacking of enthusiasm in the public participation.Fragmentation existing in the governance of community and public service throughout the government in our country, how to solve the problems of the fragmentation in community governance more effectively,others,how to carry out and implement the safety management to promote community of the city, community management of construction work smoothly, which has become an important concern of the government. Holistic governance, as a new theory, is good at solving the problem of fragmentation, it’s pursuit of the goal and the completion of the method are similar with the construction of security community of our country advocates in many ways, this is the reason of introducing the intention of paper the theory of safety community.The theory of holistic governance emerged in the end of the twentieth Century, which was set to be amending fragmentation problem brought by new public management movement and proposing an alternative theory, pioneered by the British scholar Perry 6, advocating that the government should gradually change from passive ways to active ways in solving problems and achieve the integrity of the operation within the government agencies and departments. Its slogan is to build "preventive government, culture-changing government, outcome-oriented government, holistic government" and the value concepts are "service, efficiency, supervision, responsibility". Regarding the actual needs of citizens as a fundamental starting point and end point as the guidance, it is based on coordination, integration and responsibility mechanisms, trying to make full use of information technology to integrate governmental levels, and paying attention to the sense of trust and responsibility, in order to make every effort to provide the public with better services. The theory of holistic governance has developed more than ten years, with the development of the theory and improvement of the involved area unceasingly, it has become an important guiding theory of environmental pollution control, the super-ministries reform, urban planning and so on.This paper argues that using integrity management theory in guiding the community safety management and the construction work will be a brand new view, especially in the background of our country advocating community security construction. It will play a positive role in promoting the process of the community public resource integration and the power of the community collaborative management, the third sector and community diversity management, the government administrative efficiency, besides, enhancing the level of community public service, increasing public`s satisfaction, strengthening the construction of security community work. The author intends to start with the current status of security community construction in our country, in matters of the integration of community management, establishing problem prevention system, setting up the community consciousness, the development of e-government and other aspects, to explore the strategy and enlightenment in solving the problems of fragmentation thought holistic governance used in our security community construction.
