Research On The Large Linkage Mechanism Under The Perspective Of Holistic Governance

The new public management movement,which emerged in the late 1970 s,while introducing entrepreneurship into government management,advocated the market-oriented and managerial model to enhance the professionalization of public services,while not addressing the bureaucratic system Inherent fragmentation,decentralization of the predicament.The Government is increasingly unable to provide public services as a whole to the public.With the advent of the Internet age,social demand has become increasingly diverse.The private sector has benefited from technological breakthroughs such as the mobile Internet and big data,which have made a huge difference in integrating resources to provide services to customers,while the public sector has become even more dwarfed.The public sector urgently needs new theoretical support to integrate administrative resources more effectively and provide the public with a one-stop,holistic and seamless service as a whole."Overall governance" theory effectively respond to these problems,and gradually embodies the academic and practical community consensus,a greater impact on the theory.This paper starts with the description of the problem of the X-street grass-roots management in Shanghai,and focuses on the process of Shanghai's "big linkage mechanism" as the main carrier,focusing on the limitation of the research ability and the objective conditions.This article interception of a large linkage mechanism in the X Street "section" to demonstrate,hoping to "proximity" of the "aspects" to describe a more lively,so as to "overall governance" follow-up academic research dedicated meager knowledge the amount.The first part is the introduction.This part mainly elaborates the research background,the origin of the topic and the significance of the research,summarizes the domestic and international research results,and explains the research ideas,contents,tools and methods.The second part is the realistic background of the construction of the X-street linkage mechanism.The paper analyzes the formation mechanism of fragmentation from the three aspects of social space structure,interest structure and power structure,as well as the inefficient dilemma of traditional coordination mechanism in dealing with fragmentation problem.The following leads to the "big linkage mechanism" solution foreshadowed.In the third part,the practice process of the big linkage mechanism is dissected according to the three stages of occurrence,development and maturation.The internal integration mechanism is analyzed and the dynamic mechanism of deep linkage mechanism is discussed.The fourth part based on the large linkage information platform data analysis of the empirical analysis of the large linkage of the system benefits,the third and the fourth part is the backbone of this article.The fifth part is the conclusion part,mainly reviewing the research process,hoping to summarize and sublimate the whole text.
