Now China is in a critical period of socialist modernization construction, economicand social development is facing a rare opportunity, stable social and politicalenvironment is of great importance to the development of our country.But, MassIncidents happened in some regions, such as Wengan event in Guizhou,Wukan eventin Guangdong,Qidong event in Jiangsu and so on,are becoming the outstanding issuesaffecting economic and social stability. Now the study of Mass Incidents is ofimportant theoretical significance and practical value. From the angle of politicalparticipation, we find the Mass incidents are in a high-risk situation in China, such asthe number of participants is great, the scale is large, the participants have the radicalmeans, Characteristics of violence is obvious, disposal is difficult. However, thenature of the Mass incidents is belongs to the contradictions among the people, itroots in the economic conflict of interest, and it is unlike the social riots, terroristactivities, it do not have political reactionary nature. Accordingly, we know that Massincidents belongs to the political participation, but is a kind of non-institutionalizedpolitical participation behavior. For public interest demands are legitimate, but thepublic’s political expression is not correct, so the result of the Mass incidents harm isbigger.With the current political socialization level is not high, the people’s democracyquality is low, the low degree of political institutionalization and politicalparticipation channels are not smooth, damage to the interests of the public tend toselect a non-system the non-institutionalized way. Now, the effective countermeasuresto prevent and dissolve the Mass incidents are to strengthen political socializationprocess, cultivate civic culture; the main method is to improve the democratic system,perfecting democracy, broaden the open public political participation channels, so thatwe can effectively implement and maintain the legitimate interests of citizens,reducing the occurrence of the irrational public political behavior.
