Under the stage of the political and economic transition reform in China, social reform not only accelerates the development of economy and society, but also brings the society turmoil. There are several contradiction activated by the adjustment on interests, serious differentiation of social wealth levels and the weak controlling of grass-roots government. It induced the occurrence of mass incidents. The rapid development of network technology offers a further opportunity to the outbreak of mass incidents, the endless network events became inevitable during the period of transition in society.Network plays an important role in the mass incidents, which attracts many researchers to study and research it from different angles. Some researchers discuss the event target, crowds and the quality of the events from the view of connotation of network events. From the perspective of political involvement, some researchers draw a conclusion that the online political participation is more efficient than the institutional political participation. Many researchers also pay attention to the causes of the network events, and a mass of meaningful views are developed from the sociology, the politics and communication, etc.In this paper, on the basis of previous studies, the writer takes an explanation to the social contradictions which is hidden under the mass incidents of online and offline. It mainly on the basis of the political process theory model analyzes the relationship between network and mobilization of mass incidents and emphasizes on the studies of the network mobilization methods and effect of mass incidents. This thesis comes to a conclusion:nowadays, the network influences our life more and more deeply and it plays an important role in the mass incidents. Today, human being are skilled at taking the advantages of the network to make topics, generating public opinions, building a sense of identity and mobilizing the public emotions. The network provides more chances for the mass incidents, enforcing the endogenous force of the events. The roles of the network are played at the different stages of the various events. Therefore, making good use of the network is tendency in the future mass disturbances.This research mainly uses the virtual ethnography method, case study method, Comparative analysis. First of all, collected a lot of information about group events through network and literature, including web portal, large community site, BBS, social network. Also borrowed the China Internet Network Information Center(CNNIC) in the "China Internet development statistical report "of the survey data, Southern Weekly survey date and people. com.cn-public channel related survey data. Secondly, the case study method is the significance research methods, this research analysis the specimen mass event in case of network public opinion happened in recent years. In this paper, we analysis what the role the network played in the each phase of group event. Finally, the study uses the method of comparative research to contrast the results of different types of group events.The innovation of this article lies in introducing these emerging network elements into the political process theory model. This on the basis of theory explaining network of mass incidents issues mobilization and emotional process. However, it is a long way to successful manage the mass incidents. In this paper, the research still has many deficiencies to be improved. Due to the network information update quickly, it is difficult to collect the firsthand materials of the event participants and to use interaction information. Therefore, it still is difficult to give in-depth expression of the interactive process while the mass incidents occurred. In a word, the research of mass incidents under the network environment is worthy of further study.
