Research Questions Allocation Of Hydropower Development Income Under Common Prosperity Perspective

Common prosperity is essential requirement of socialism and the consistent value orientation of China’s Communist Party. Over the past60years, the realization of common prosperity has been deepened, the practical experience enriched by Communist Party of China. The second generation leadership under their leader of Comrade De Xiaoping, preliminarily answered what socialism is and how to develop socialism. In the beginning of1992, De Xiaoping pointed out in his "Southern Tour Speeches" that in essence, socialism is about liberating and developing the productive forces, eliminating exploitation and polarization, and ultimately, it is about achieving prosperity for all. An idea of scientific outlook on development stresses that the ultimate goal of putting people first and socialism development is to achieve common prosperity. In order to achieve common prosperity, it is vital to balance the interests distribution of economy and resources development.Yunnan province, with the most minority nationalities in China, is abundant in hydropower resources with theoretical capacity of103thousand kilowatts. Speeding up the development of renewal hydropower resources in Yunnan province means a lot to pushing forward the project of transmitting the electricity from west to east and from Yunnan to other provinces, developing electricity oriented by hydroelectricity as Yunnan province’s pillar industry, promoting economic development in ethnic areas, construction of strongly green economic province and bridgehead.With the operation of Manwan, Dachaoshan, Lubuge, Xiaowan, Nuozhadu, Xiangjiaba, Xiluodu and other hydropower station, the development of hydropower resources in Yunnan has been promoted in scale and level.However, there are a lot of conflicts of interests distribution in present hydropower development, such as resettlement of residents, perfecting the resources compensation mechanism, co-development, reform and so on. The essential conflict is how to balance the interests distribution of hydropower development.Hydropower development is not only economic behavior, but also the epitome of income gap and the disparity between the rich and the poor. This essay aims at further study of interests distribution of hydropower development in Yunnan province and exploring some suggestions and measures of this issue by socialism essence and common prosperity theory.
