Studies In Administration Of Customs Supervision Scene Crisis

Customs supervision has always been the most basic and core responsibility of customs, which represents the customs’ability of protecting and serving the country. With the rapid development of globalization, the workload of customs keeps rising. At the same time, the quantity and categories of customs supervision site are increasing rapidly. Till now there are more than4000supervision sites all over the country. With the increase of business volume, the emergencies that need to be dealt with are also rising. Therefore, for the customs supervision, crisis management is not only the choice of fulfilling customs responsibilities but also the requirements of protecting the image of customs, the country and people’s interests. It is also the indispensable part of the establishment of modern customs mechanism and the enhancement of customs theoretical research. Therefore, it has significant theoretical and practical meaning.After the SARS outbreak, Olympic Games and World Expo, the crisis management of China customs supervision sites has made great progress. No large-scale crisis emergency event has happened. At the same time, we made achievements in the crisis management and normalization of international activities. However, the crisis management of customs supervision sites still carries problems such as the lack of crisis management consciousness, imperfection of system and the miscommunication with the mess media. Starting from researching relative paper documents and practical cases, this thesis analyzes systematically the crisis management of customs supervision site. The whole article is divided into four parts. The first part of introduction indicates the background and meaning of the crisis management research of customs supervision site and introduces conceptions of customs supervision site, customs crisis management, and concludes the research of domestic and overseas studies. The second part analyzes the current situation of customs supervision site management in China and classifies the characteristics of customs supervision site crisis. It also concludes the achievements and analyzes some cases about the experience and problems in crisis management. The third part concludes the reasons of the crisis of customs supervision site and inducing the general problems that exists in customs supervision site. At last, according to the reasons and problems of the crisis management of customs supervision site, the thesis gives suggestions on policies to improve the crisis management of customs supervision site in four aspects:building complete crisis management system, improving the polices and regulations, enhancing the technological level of site to release the pressure caused by short of manpower, and strengthening information disclosure to communicate with the media in a proper way.
