Research On The Innovation Model Of Customs Inspection Based On The Theory Of Rent-seeking

As a result of the current widespread government intervention and the government's insufficient supervision of the exercise of power,the phenomenon of Power Rent-seeking is common in the executive organs.As the administrative organ to supervise and control the whole process of import and export of our country,the phenomenon of power rent-seeking continues despite repeated prohibition.The Customs Inspection department is an important part in the follow-up supervision and supervision of the customs function.Because of the existence of the discretion,the imperfection of the legal supervision and the lack of self-discipline of the customs inspectors,the Customs Inspection department also appears the phenomenon of the power seeking in the course of the power operation.If the Customs Inspection Department has the right to rent,it will influence the follow-up supervision of the customs upon businesses,affect the development of the customs supervision function,and have serious negative consequences.Therefore,through the study of the power rent-seeking behavior in the Customs Inspection,this paper discusses the causes of the customs' power rent-seeking behavior and the defects of the traditional customs seeking pattern in preventing the power seeking behavior,and summarizes the advanced nature of the new mode of the inspection in the management of power seeking behavior,which is of great practical significance to the reform and development of the customs checking.Through theoretical analysis,comparative analysis and case analysis,this paper analyzes the problem of power rent-seeking in Customs Inspection,analyzes the main forms,means of realization,conditions,causes and defects of traditional inspection mode in preventing power seeking,and analyzes the application case of double random inspection mode in Taiping Customs Inspection center.Prove the advantages of new mode of check in power rent-seeking.Based on the above analysis,five countermeasures are proposed for controlling the rent seeking of Customs Inspection power.
