The research launched by National Committee on Aging and the Research Center on aging of the national disabled elderly shows that, by the end of2010, the national urban and rural disability aged were about33000thousand, accounting for the overall19%of the elderly population. According to "study" of the aging problem of our national rural group, the scale of rural elderly population is1.69times of the city. Disabled elderly living in the countryside will be a huge number of groups, their daily life and activities need to take care of by someone, there must be a huge number of social resources. A socialized service system for the elderly in rural areas is gradually establishing, in contrast, the traditional family care is still the main model in rural areas, however, under the background of rapid urbanization, family security function is gradually weakening, economic poverty and loss of welfare make care services of elderly in rural becoming more prominent.This paper selected Feidong County as the sample area,58disabled elderly over60years old in rural area and65primary caregivers, engaged in the rural old-age service managers and workers as the research object, and the use of scientific research methods of literature research, interviews, qualitative analysis. Firstly, investigated living situation of old people and their service requirements, completed58pieces of questionnaire, at the same time interviewed caregivers to know the problems encountered in caring for the elderly, completed58pieces of questionnaire; Secondly, visited more than10staffs work in the county elderly Welfare Institute and County Civil Affairs Bureau. And then interviewed Security Office and the village committee cadres, acquired the service supply to the disabled elderly, understood the relevant policies. Based on the empirical analysis of the rural disabled elderly in the care and nursing services, analyzed the difficulties and the reasons, then fond the effective path and method to provide care services to rural disabled elderly.The study found, rural disabled elderly need assistance such as life care, rehabilitation care, spiritual comfort, home service and some other aspect, but the existing care service system can not effectively met the demand, family caregivers face difficulties in economic and mental aspects, old people lack of social support, lack of health care and spirit comfort care service, as well as staff and professional skills. The main reasons for these problems is the government’s inadequate attention and investment, the weakening of family care, care service lacks the professional team and professional method’s support, lack of social participation and sustainable institutional care service system. Now, urgently need to improve socialization service system of rural disabled elderly care, increase inputs by the government and social resources in the rural elderly service, formed the service system of health care for the disability, which is family care as foundation, community care as support, and institutional care as supplement. Our society must establish the "power" consciousness for the disability elderly, government should assume the leadership responsibility, organization of rural grassroots organizations should provide community service, fully tap the manpower and material resources of rural community, make the rural elderly can also enjoy the care of professional services in their residential community, vigorously develop the public welfare social organizations, and other social forces play a cooperative role. In addition, actively explore the institutional construction of long-term care insurance for disability elderly, which reflects the security, fairness, reciprocity and welfare.
