The Analysis Of Subsistence Allowances In Social Community

The minimum subsistence guarantee system for urban residents lies themost important part in the procedure of constructing harmonious society, it’s aefficient system which is quite beneficial not only for reducing the povertybut also for maintaining social justice and social stability. However,unfortunately, as it is a system which is newly applied in communitymanagement, certain problem that departs from original willingness appearsin practical procedures, like the minimum standard is relatively low, thesubsistence source is limited and the screening method is incomplete.The author selects a comparable representative community from thewestern China communities, the Hui community located in Xinhua StreetHohhot, as a research sample, and processes the research is based on personalsurvey, which mainly concerns on16households who applied the minimumsubsistence guarantee system, and community data. With the research onsample households and the analysis on community supportive works, somehidden problems of the minimum subsistence guarantee system are found inapplication level. From the perspective of social science, considering the"self-help" rule, the author concludes a solution which aims at improvinghouseholds’ working skills, the communities’ efficiency, and completingcommunities’ social service. Hopefully, with the help with scientificmanagement theory, the community shall be more reliable on improvingresidents’ living conditions.
