A perfect security system is a stabilizer to a country’s improvement, no matter inthe economic or political field. Subsistence allowance is the most important in thesecurity system, which is the last safe line for residents. Central budget give theresidents who reach the poor line relevant allowance by secondary distribution ofnational income, which will secure their most basic life standard. China has built thesubsistence allowances system since90s of20century, with decades development,the system has been well-built, which now extend from urban area to rural area, thequantity of received people has also been enlarges. Until2012,21.435million urbanpeople joined the system, and53.03million urban people did it. However, after rapiddevelopment, the system also faces new challenges. With the rapid economicdevelopment, living standard of Chinese residents has improved, consumption perperson has raised. But the subsistence allowances system has not formed a scientificand reasonable linkage mechanism which results to the undevelopment of livingstandard of poor residents. The design of the system bellows the development,relevant departments has not built supervision system, which account for the illegalbehavior such as “relationship security” appears. It hugely harms the work of thesystem.The system in Germany, Sweden and America was built in a earlier time, afterreformation and development, they had built the most perfect system in the world.This paper focuses on the comparison of systems in Germany, America, Sweden andKorea, absorbing what is best and leaving out the worst. This paper discusses andexplores in terms of the abovementioned issues and further elaborates thedevelopment direction and defects of system of subsistence allowances in China.Meanwhile, this paper concludes the differences and problems in subsistenceallowances systems home and abroad and explores the system of subsistenceallowances that meets the needs of China actively in order to accelerate thedevelopment of subsistence allowances system, improve its efficiency and strengthenthe function of subsistence allowances system in the development of society.
