Before the Supervision Law of Standing Committees of People’s Congresses at Various Levels, which would enhance the supervision power of the lawmakers and prevent administrative and judicial bodies from abusing authority went into effect on Jan.1,2007, there was no direct legal basis for Standing Committees of People’s Congresses at Various Levels supervising governments, courts and procuratorates, so the supervision power of Standing Committees of People’s Congresses at Various Levels was so weak. To test whether the supervision power of Standing Committees of People’s Congresses has enhanced after the promulgation and enforcement of this Law, we need to make estimation after legislation on it. By the estimation after legislation, the results indicated that the law has played positive roles, as well as shortcomings.This paper is divided into three parts:The first part introduced the basis of estimation after legislation on People’s Congress Supervision Law. By methods of documentation, questionaire survey, qualitative survey, case analysis, experts investigation and standards of value, system and technique, three contents in the law are studied.The second part descried two conclusions. On the one hand, the enforcement of the People’s Congress Supervision Law has caused positive changes in supervision over power; on the other hand, it hasn’t fully met people’s expectations.The third part proposed some thoughts on legislative perfection of People’s Congress Supervision Law. The law shall be amended from four aspects:adding new articles about obligation, improving the disclosure system, creating the new system of watching the trial and perfecting the supporting legislation.
