The Research Of The People’s Congress And The Standing Committee In Advancing Public Participation In Public Management

Recently, there is an emerging tendency of the citizens’ participationin public administration, which promotes the implementation of publicbenefit and avoids social conflicts caused by the governmentdecision-making errors. With the NPC institution in our country, citizensauthorize the power to the national people’s congress. When citizens havethe need to take part in public administration, NPC should establish thestage for them. The paper aims to study how NPC, as the subject of publicadministration in general as well as the organs of state power, supervisionand representative of public opinions, solves the public affairs that attractthe most of public’s concerns by means of legislative and supervisingpower to promote democracy, encourage the expression of public opinionsand guarantee the quality of government decision making.NPC’s impelling of citizens’ taking part in public administrationpromotes the government’s legal administration, enhances the initiative ofpublic participation, and helps the building of a harmonious society. Aftersome theoretical exploration and active practice, the legislative power, supervision power and institution of public opinion expression is aneffective way to ensure the complete realization of public benefits.However, social conflicts based on various social benefits are relativelycomplicated, and the public participation and public administration havenot reached an extent of regulation and order. Therefore, it is an importanttask for NPC to further improve the participation system, strengthen theeffectiveness of government supervision and promote the public opinionexpression system.Hence, the paper provides a detailed and clear framework for NPC’spromotion of public participation in public administration by the study ofpublic participation with participatory democracy theory and citizenparticipation ladder theory. The paper, with an introduction of thedevelopment of citizen’s participation of public administration in China,clarifies NPC’s role in the improvement. By analyzing the current situationof NPC’s impelling the citizens’ participation of public administration aswell as comparing the innovative congress institution and the basic ways ofpublic participation of other countries, the paper puts forward severalproposals for the completion of NPC’s role in impelling publicparticipation.
