The Study On Chinese Official Accountability System And Its Influence On The Mechanism Of Accountability Procedure

This dissertation describes and explains the influences of Chinese official accountability system on the mechanism of accountability procedure through the deconstruction and analysis of present official accountability system in China. It discusses in particular the development model and system design which safeguard the setting up of responsibility government. It is the demands of social development, conjuncture administration and legal systematism that directly facilitate the development and change of the official accountability system, influence the traditional hierarchy accountability system in some degree, and boost the fundamental transform from official accountability to programmed accountability. In view of the interrelated kernel elements of present local official accountability system, this paper also deeply analyses their relations and problems, probes into them based on legal principle, and tables proposals for perfecting the design of accountability system.There are four pivots in this dissertation: the first one is to analyze the essential properties of the elements of the present official accountability system through the deconstruction of it; the second one is to construct a procedure model for official accountability system, and try to compare it with the present one, so as to comprehend the influences in practice of present official accountability system; the third one is to pattern official accountability system based on the model; the fourth one is to analyze the direction and route of further reform of the present system, and take a further step to use them for reference for perfecting the system.The outcomes of this paper is represented in finding out the loopholes, shortcomings and limitations of the present official accountability system through the analysis and deconstruction of present official accountability system and its influences on mechanism of accountability procedure, and putting forward that the requirement to fulfill the demands of systematism of official accountability is to setting up a system which is composed by principled system and particular system.
