Study On Normalization Of The Official Activities Of People’s Congress At Provincial Level

Since the CPC Politiburo deliberated on and approved the Eight-point Code,Chinese central and local governments have issued a serie of stipulations onnormalization of official activities. Those stipulations have made specific definitionand strict constraint on official activities. The basic goal of these stipulations is toresume the “for the people, pragmatic, and prudent” essence of official activities.People’s Congresses at provincial level shoulder certain legal responsibilitiesendowed by the Constitution and laws. To fulfill those responsibilities requires certainofficial activities to be carried out. How to implement the stipulations and meanwhileguarantee the fulfillment of legal responsibilities is a subject in urgent need ofin-depth study.This thesis takes out the key idea from various studies at home and abroad that theofficial activities of People’s Congress at provincial level are majorly carried out forpracticing legislative power and supervision rights. Those official activities can bedivided into four categories: reception of official visit, visit to nonlocal places,inspection and examination. The thesis analyses real cases of Tianjin MunicipalPeople’s Congress to clarify the eight specific kinds of official activities, which arereception of Vice Chairmen of NPC Standing Committee, reception of NPC specialcommittees, reception of standing committee of local people’s congresses at all levelsacross China, reception of parliaments from abroad, investigation in nonlocalprovinces, visit to parliaments abroad, law inspection, and examination by deputies.Through analyzing the true cases in Tianjin, the thesis tries to clarify the actualcontent of those official activities and their inner connections with legalresponsibilities. Based on a deep understanding of the stipulations issued by centraland local governments, the thesis tries to normalize the official activities of provincialpeople’s congress, including document processing, task communication andcoordination, attendee coordination, task running of reception, document preparationand processing, report writing, and follow-up work of visits to nonlocal places,planning, preparation, inspection, report and deliberation, implementation of opinions,report on implementation, follow-up monitoring of law-enforcement inspections, andtopic planning, deputy invitation, project design, training, examination, reporting,opinion implementation, follow-up monitoring of deputy examinations. Through streamlining and normalizing the above official activities, the thesis may help providesound support for People’s Congresses at provincial level to fulfill legalresponsibilities. Lastly, the thesis proposes solutions for a further guarantee of theimplementation of the above mentioned streamlining and normalization of officialactivities at operational level.
