The official accountability more and more widely applies in our country publicadministration domain, that had demonstrated the new session of central leaders receive"beauthorized to must have the responsibility, with the power supervises"the idea severeimprovement of administrating the officials and establish the responsible government and theresponsible party's strong determination. Under the central force impetus, many localauthorities also one after another appeared to set up the accountability system tentativemethod and the stipulation, and carried out in the certain scope. Implementation of theaccountability system is conducive to building a harmonious society, promoting responsiblegovernment, raising the quality of officials, improving human resources management systemand against acts of corruption. However our country officials accountability system also hassome problems in the implementation process, mainly has the subject and the object areunclear; accountability standards and procedures are not standard; accountability culturerelative backwardness; official's responsibility consciousness and legal consciousness is notstrong; other supporting systems are not perfect and so on.
