Socialism with Chinese characteristics has entered a new era,with the rapid development of society,part of the people's jealousy and comparison,the interests of the people's needs gradually increased,resulting in a lot of new social contradictions,to the grass-roots letter and visit work has brought unprecedented pressure and challenges.Letters and visits are a unique political system in China,which has the function of rights relief,contradiction resolution and democratic participation,and plays an important role in maintaining social harmony and stability,promoting social progress,enhancing the credibility of the government,close relations between the groups and promoting family harmony.Grass-roots letter and visit is the foundation of China's letter-and-visit system,it represents the mainstream and status quo of china's letter-and-visit and it fully interprets all the functions of letter-and-visit.On the one hand,it has direct contact with the petitioners,directly defused,deeply into the hearts of the people,is the direct platform for building the credibility of the government,on the other hand,prevention and inspection,to achieve prevention-oriented,publicity as a supplement to the new situation,to prepare for the future,to assume the responsibility of "safety valve" in social management.I worked in the letter and visit department of Qing long Manchu Autonomous County for many years,a better understanding of the current Qing long Manchu Autonomous County letter-visiting work,according to the data analysis of letters and visits in recent years,the number of letters and visits has increased year after year,the old case accumulation year after year,resulting in an unprecedented situation of pressure on letters and visits,so this article to Qing long Manchu Autonomous County letter and visit work as the object of study,In a comprehensive and objective analysis of the Qing long Manchu Autonomous County letter and visit work status quo and problems at the same time,in-depth analysis of the causes of the problem,concluded that the legal foundation is weak,the scope of letters and visits is unclear,the termination mechanism is not perfect and so on.On this basis,this paper in improving the legal construction of letters and visits,improve the reform of the system,innovative working mechanism,improve the overall quality of the letter and visit staff,etc.,give the Qing long Manchu Autonomous County letter-visiting work improvement measures,improve the grass-roots letter and visit system,and promote the new era of Qing long Manchu Autonomous County letter-visiting work.It is hoped that this paper can bring some enlightenment to the work of the grass-roots government and contribute to the construction of a harmonious society.
