As the agency of the government, Subdistrict offices, which bears the dual function of government grass-roots political organization and social affairs, is the basis of urban social stability. At present, China, in a transitional and critical stage of its economic and social development, is facing many social problems, which makes urban grass-roots management more important than ever, and the research on it becomes more urgent and meaningful. Problems now faced with neighborhood offices in China such as vague function position, inequivalence between function and power, the expanding and uneven development of functions have seriously impeded community autonomy. The discussion of what function the neighborhood offices play, what it can do and can not do, how to achieve its function transformation becomes very important.By emloying a variety of research methods like literature analysis, depth interviews, field observation, this article is aimed on the reasearch of the current function and position of Subdistrict offices. I selected the Jining City District Guhuai street offices as the object of study. How to adjust the functions of the Office of the street, it should be the focus of the work on co-ordination of all forces to the formation of social management and services work together to promote social harmony, maintaining social stability, promote scientific development up efforts to defuse the negative factors. Foster community work, to enable them to play an autonomous functions. The development trend of the street office functions should be gradually shift from economic management to stressing on public service, strengthening social management, as well as the function of organization and coordination. It should play the role of supervision and inspection, increase guidance on community autonomy, uphold social harmony and stability, and actively cultivate social forces. This article makes a theoretical and empirical analysis of deep-seated reasons behind the problem, such as laws and regulations on the functions of the subdistrict offices are lagging behind, subdistrict offices facing a new situation and new problems, management methods of subdistrict offices are too old, compartmentalized split caused by the inconsistence between powers and authority of subdistrict offices, and the community’s increasingly prominent role, and explore the strategic choice of the improvement of street office functions:First, improving the legal system, to speed up the function-legitimacy construction of the subdistrict offices. Second,rationalize three kinds of relationships, between street offices and straight departments of the district, between street offices and communities, between economic work and social management. Third, strengthen the construction of the street itself. Forth, to foster and nurture social organizations,to increase community capacity for self-government. Fifth, provide financial support for street development. Sixth, innovative examination mechanism of subdistrict offices on. Seventh, to establish a new model of the "grid" management services. Eighth, to regularly convened the joint meeting of area units. Ninth, to actively promote the opening of Party affairs, administrative affairs, financial affairs. Tenth, the formation of party members and volunteer service team.
