Research On Optimization Of Government Functions Of Sub-district Offices Under The Background Of New Urbanization

In recent years,with the development of economy and society,some towns located in the urban and rural areas have entered the stage of history by "removing towns and setting up streets".Although the name of the subdistrict office was changed after its establishment,the fundamental nature of its township did not change.The functions of such sub-district offices are faced with many problems,such as vague function positioning,unequal function and authority,unbalanced development among various functions,and continuous expansion of function content.Especially under the deepening of new urbanization,its functions have undergone great changes along with the constant changes of urban structure and social hierarchy.Therefore,how to define its functional positioning,so as to carry out targeted optimization according to the actual situation,to achieve a high degree of "rights and responsibilities" matching,give full play to the role of grassroots organization management and service of sub-district offices is very important.This paper takes the new urbanization as the background and entry point,USES literature research method,case analysis method,field research method,interview method and other methods to study,selects pingshan sub-district office of huidong county as the research object,and explains from the following four parts.In the first part,relevant concepts such as new-type urbanization and optimization of government functions of sub-district offices are defined,and the corresponding development direction is proposed: new-type urbanization promotes sub-district offices to transform from the main body of economic construction to the main body of public services.Promote sub-district offices to build a quality grass-roots public service system;Promote sub-district offices to constantly improve the construction of service-oriented government.The second part,combined with the reality of pingshan sub-district office,analyzes its achievements and difficulties in the process of new urbanization.The third part analyzes the causes of the problems existing in the government functions of pingshan sub-district office.The fourth part,based on the predicament and its reasons,puts forward four Suggestions on optimizing the government functions of sub-district offices under the background of new urbanization: promote the expansion of power and empowerment,and solve the problem of "different responsibilities and powers" of street offices;We will improve the way we perform our duties and build a streamlined and efficient management system for street offices.Improve the mechanism construction to ensure the effective play of government functions;Optimize internal management and accelerate the construction of "service-oriented" government.This paper hopes to provide theoretical andpractical reference for the optimization of government functions of sub-district offices.
