Research On The Policy Of Our Country's Affordable Housing In Urban Areas

As part and parcel of our country's housing policy, affordable housing policy is a significant measure through which the government links resolving housing problem of low and middle-income residents, pushing forward urban housing system reform, implementing strategy of developing housing industry and national economy together. This thesis systematically studies on the background and the progress of affordable housing policy, theories that the policy according as, the achievements and problems in the course of executing the policy, foreign successful experiences of public housing policy, and aims to further perfect present affordable housing policy in theory and practice, bringing benefits of the policy into full play. The whole thesis is divided into five chapters, and its main content is as follows:Chapter 1 reviews the progress of affordable housing policy. In this part, the thesis analyzes history background, realistic background and macro-economic background of the policy, and then, introduces briefly each progress of the policy.Chapter 2 expounds theories of affordable housing supply system. At first, this part explains the definition and characteristics of affordable housing. And then, it discusses the necessity of establishing affordable housing supply system in our country based on economic theory.Chapter 3 discusses in detail the status of implementing our country's affordable housing policy. On the one hand, this part sums up achievements in practice according to enumerating correlated data; on the other hand, this part emphatically analyzes the existent problems, which mainly is the sale behaviors against regulations, the unsuitable construction standard, the sale price beyond the government's control, ineffective management of building land for affordable housing use, uneven development of affordable housing indifferent cities, furthermore, also makes thorough study on the possible aftereffects of the problems and the reasons for them.Chapter 4 introduces the public housing policy of America, Singapore and three European nations including Britain, France and Sweden. At the same time, this part summarizes the experiences that our country can use for reference in constituting public housing policy and implementing housing security.On the base of foregoing studies, chapter 5 puts forward the countermeasures to improve present affordable housing policy integrated with the situation of our country and foreign experiences of resolving public housing problems. That is to clearly define the orientation of affordable housing, to improve the supply mode and regulate housing construction, to establish strict supervision system and constitute reasonable housing allotment measures, to develop housing finance that serves the policy to promote construction and consumption of affordable housing, to establish dynamic adjustment mechanism of the policy, and so on.
