Nowadays, the people's living condition is improved with the reform and opening-up policy implemented, the rapid development of the national economy, and the deepening of the housing system reform, but the low-income families' housing problem is still outstanding. In recent years, the party and the government has made important progress with a series of supporting measures to increase policy support, to accelerate the construction of affordable housing project, and to solve the housing problems of low-income groups industriously. However, the distribution of the affordable housing is still at a disadvantage. Due to the partial distribution of the welfare housing and the corruption problem, some people who are not in the scope of the housing protection get the affordable houses, while the real-need people can not have their own, that is, the affordable housing project lost its original meaning.Effort to make all people to own houses is not only the Party and the Government's solemn commitment to the people of the country, but also an important step to achieve the great rejuvenation of the Chinese nation. On the condition that the total amount of the affordable housing is limited, it is very important to explore how to allocate the affordable houses equally and efficiently at this stage. Looking at the world, the United States, Singapore, Hong Kong and other countries (regions) have established a comprehensive affordable housing allocation system to ensure remarkable results, and its successful experience is worth our reference. Currently, Nanjing has initially established affordable housing allocation system and has made some achievements, but in fairness and efficiency in the allocation of some of the problems still exist, there is still much room for improvement, from the need to establish and improve relevant laws and regulations, the implementation of strict access system, the establishment of information update mechanism, improve the exit mechanism, strict audit mechanism, set up six assessment accountability further adjust and improve, in order to establish a comprehensive set of affordable housing allocation system, really play supportability housing security function, so that every citizen has a house to live in.
