This article uses ways of literature research, function analysis, theoretical and empirical analysis to research the common parts in government corruption and find the deeper reason of it, and explore a open, fair, just and transparent way of government procurement against the reason of corruption and system loopholes. The specific method of solving government procurement corruption in this article is to build electronic trading and supervision by using scientific and technologic ways, it reduces human factors involvement, thus prevents the feasibility of corruption. Government procurement electronic trading platform finds problems mainly based on the analysis of current government procurement form, aiming at these problems, it puts government procurement process into a full coverage of the electronic trading platform for management by scientific ways, getting rid of human factors, thus creates a fair and order trading environment by introducing credibility management system into this platform. Government procurement scientific supervision platform is the embedded monitoring system of electronic transaction platform. There will be fixed supervision ways and strength mainly concerned about the relatively large discretionary space, also the supervision effect can be recorded. It can change the situation of lacking of supervision to supervisor and difficulties to obtain the evidence of incompetence and dereliction, thus to break the relationship network and interest circle to insure government procurement under control. And government procurement comprehensive anticorrosion system should be set up to guarantee prevention of corruption by scientific and technological means on this basis. This system mainly puts forward rationally perfect plan for laws and regulations, system and mechanism, program construction, personnel quality, breadth and depth of supervision, it lays a solid foundation to prevent corruption in government procurement from the very beginning, eventually makes a deterrent force in dealing process by building a whole-process, all-around, multi-angle, queried stereo-tiled supervision system, thus finally sunshine procurement can be achieved.
