A Study On Shishi Community Management Reform Under The Perspective Of Governance Theory

City community is the city residents living community, is to create a modern citycivilization carrier and dependence. City community development level will directlyaffect the city residents’ quality of life, and also represents the city ’s modernizationdegree and state management of social maturity. China’s city community managementmodel through several major changes. But with the development of economy andsociety, the existing community management still exist many problem, and promotefurther reform.This paper selects Shishi community management model as the research object,from the viewpoint of governance theory, using the research method of literature, andfield research to analysis thoroughly with Shishi community management model. Thestudy find there are five problems in Shishi community management modelreform,such as the government function positioning is not clear, management modelis not perfect, the slow development of community organization, communityparticipation degree is low, the work team construction lagging. This five problemshave the common features with other city community management model reform, butalso have their own unique.Finally, with instroducing the advance experience of the domestic and foreigncommunity management, this article composes the mode of Shishi communitymanagement model reform, including the basic ideas, objectives, and Suggestions.Suggestions include the transformation of government functions, government roleorientation; speeding up the system construction for the community management,provide system safeguard, tamp community management foundation; cultivate anddevelop the social organization, integration of various resources, realize thecommunity construction of the plurality of participants; cultivation of citizenconsciousness, activation of community democratic participation; constructionprofessional community worker team, realize the community of professionalmanagement and so on.It can be said, this article will provide the theory reference and intellective support to Shishi community management model reform, practical significance is fargreater than theoretical significance. But limited in time and ability, the depth of someparts are not enough, need further perfection and development.
