Study On Emergency Management Of Shishi Civil Air Defense Works In The Course Of Using

Air defense works are the underground construction,which are constructed with the ground building,protecting people from the air raid,storing materials for war,,commanding the air defense operations and providing medical aid in war.In time of peace,air defense works are the most important underground facility.People park,reserve important materials and set up shops in them,so there are lots of uses the air defense works can provide to improve the management ability of cities.But the researchs about the emergency management of air defense works,such as fire,collapse or sudden power failure,are very few,because people don't pay as much attention to them in time of peace as they pay to in time of war.This paper uses 4R theory to analyse the emergency management of air defence work in Shishi city.The 4R theory includes four process such as reduction,readiness,response and recover.There are many problems exit in the emergency management,caused by diversity of stakeholders,special structures,the marginalization of air defence work,managers' inexperience and lack of crisis consciousness.With reference to the emergency management for nature disaster,infectious disease,terrorist and some representative projects,this paper offer some proposals to buid the emergency management system of air defence work in Shishi city,such as making emergency program,identifying danger source,grading emergencies,reserving supplies and persomnel,introducting society strength,responding to emergencies,restoring social order,doing audit and summary.
