Social assistance is an important social policy and system under the conditions ofthe modern market economy, the moral principles and values are to improve people’slivelihood, eradicate poverty, reduce social inequalities, increase personal freedomanddignity and promote the moral progress of society, etc. Social assistance is the mostbasic and effective social assistance mode in China. Since the reform and opening up,China has constantly promoted various social assistance works tightly around thenational economic and social development goals adhering to the people-orientedprinciple.At present, China has initially established a new type of social assistance systembased on the "five guarantees" system and the subsistence allowances system, whichis supplemented by other special assistance as health care, housing, health, education,justice and other ancillary support of various preferential policies. However, with therapid development of market economy, China’s social assistance system is facingmore and more challenges. In the process of social assistance, lack of normative andunited supervision system leads to an excess of discretion of various assistancedepartments, low level of material security, simple security projects, and insufficiencyof basic spiritual protection. In addition, because of their indifference to protection ofsocial rights of citizens, the social assistance, whose aim is to protect citizens’ basicrights, finally has deteriorated. These problems have seriously affected the fairnessand justice of the entire society, affected all citizens’ rights of social security, anddamaged continuous improvement of the social assistance system.Southeast Asian, China’s neighbors with a large number of overseas Chinese, isone of the world’s most energy and potential economic development areas. Yunnanprovince in China’s southwest, Southeast Asian countries with multiple contiguous oradjacent to, in the political, economic and cultural aspects and Indonesia and otherSoutheast Asian countries have an important connection.Taking Yunnan Province of China as an example, The paper analyzes the statusof the current social assistance and compares with the social assistance system of Jakarta Province of Indonesia of Southeast Asia. Then, from the perspective of theinstitutional culture, it analyzes and compares the exist basis, specific contents andfeatures of both systems, as well as the important role played by both governmentsand non-governmental organizations in the social assistance, and identifies similaritiesand differences between international social assistance systems. In the end, the authorsummarizes the results of this paper and makes several suggestions based on thepractical situations of China.
