Subsistence With No Worries: A Discussion On Uniformity Of Subsistence Assistance Standard

Social assistance standard is the core of social assistance system. Implementation of the social assistance system and its effect depends on social assistance standard to a large extent. To develop a proper social assistance standard which assists citizens in living crisis equally and effectively is one of difficulties in social assistance system and even the people's livelihood system engineering. The citizen's need is the kernel of social assistance standard and it is the only factor to develop social assistance standard. To develop or measure the social assistance standard just need to reflect citizen's needs objectively. Lacking the regulation of law, there is not an unified social assistance standard to equally and effectively assist its citizen in China as the social assistance system has been put into practice by local government and have two respective system in urban and rural areas.Based on the logic of subsistence without worry, this article will discuss definition of assistance standard and other related concepts, point out defects of Chinese citizen security standard, analysis the causes leading to the defects, discuss the principles to develop citizen security standard and put forward several recommendations to improve Chinese citizen security standard.
