Research On The Countermeasures Of Improving Thesubsistence Security System In Jiuquan

Subsistence security system is an important component of the social assistance system in China. Its main functions include guaranteeing the basic livelihood of needy families, safeguarding the basic rights and interests of people in financial difficulties, as well as promoting social fairness and justice. The subsistence security system imposes restrictive requirements over the subjects of its beneficiaries and specifies the conditions of the beneficiaries. In the implementation in practice, however, the subsistence security system goes contrary with the original intention of its design due to various reasons, which,to some extent, does harm to the essential functions and degrades the social value of the subsistence security system. Therefore, it is of theoretical and practical significance to make study and improve the countermeasures of the subsistence security system so as to give a full play to the subsistence security system.With the focus on the implementation of the subsistence security system in Jiuquan and based on the deep analysis of living security theories at home and abroad with standardized construction of the subsistence security system as the core as well as strengthening and improving the operating regulations of the subsistence security system as the center, this paper provides an objective account of the implementation condition of the subsistence security system in Jiuquan and finds out the existing problems. In addition,the reasons for the existing problems are analyzed from subjective and objective aspects.On the basis of effective measures and successful experiences, the unreasonable operations of the subsistence security system in Jiuquan are amended, with targeted and valuable countermeasures put forward to further standardize the subsistence security system at the operation level, give full play to its essential functions, and better perform its social functions in the basic livelihood security network.Literature review, comparative study, survey and experience summary are included in this paper. Deep analysis is made on the measures to make the subsistence security system scientific, information-based and standardized, which enriches the subsistence security system theories to a certain extent. It is of reference significance to further improve andstrengthen the subsistence security system, and provides valuable reference to improve and perfect the social assistance system in Jiuquan.
