With the rapid development of urbanization, many rural lands in Ningbo have beenexpropriated. Rural-urban fringe zone plays an important role in further urbanization andindustrialization. The new city part which is in rural-urban fringe zone quickly becomes thedemolition construction hotspot. At the same time, this new city part brings another by-productwhich is called the illegal construction. In the year of2013, the governments of Zhejiang andNingbo has carrying forward a three-year-program of Transformation of the old residential areas,the old factories and the villages in the city, Demolition of illegal buildings (so called ThreeTransformation and One Demolition). The governments make decision to break the spaceconstraints and promote the sustainable development strategy. Taking this as the background, thispaper studies the way of collaborative governance to deal with the illegal construction, using themethod of statistical analysis, comparative analysis, normative analysis and empirical analysis.The first part of the paper studies the latest achievements at home and abroad anddistinguishes some concepts of the illegal construction.The second part is about the theory of public management in dealing with the illegalconstruction, including the theory of city management and collaborative governance. As a result, itcarries out and estimates three patterns, which are mode of urban and village, mode of4+1jointlaw enforcement and mode of participatory social governance, of dealing with illegalconstructions.The third part describes the present situation such as a lot number of, different main items,diversified forms and different uses. Then, it also describes the four main social harms of illegalconstruction. They are①c hallenging the authority of law②destroying the environment anddisturbing the social order③e ffecting removal and consuming expenditure④breeding accidentand having the existence of security risks.The forth part analyses the reasons of the beginning and the overspread of the illegalconstruction. They are①l acking of legal sense②i nterest drive③no-smooth channel of thecommunication④t he lax governance of the basic level⑤unsatisfied cooperation of all parties. Allabove has taken five challenges to deal with the illegal construction. They are①many problemsleft over by history②r esentment strong③c oncealment④h ard to execute,slow speed and pooreffect⑤poor coordination of various departments and low treatment efficiency.The fifth part proposes five principles to deal with illegal constructions, which are classifieddealing, orderly approaching, multi-ways adopting, the combination of education and punishment,the unite of concentrated rectification and long-term management, and the detail measurements.Anyway, the rectification of illegal construction Can’t be a“one—day battle”. We study thepresent situation of illegal construction in Yinzhou and analyze the reasons of come into being and extension in order to reflect the existing problems of the current policy, the laws, the rules and theexecution process. The paper aims to provide the scientific basis and effective ways for Yinzhouand other similar cities to improve the relative policies, perfect laws and rules, regulate thebehaviors of execution and enhance the effects of execution.
