Research On The Management Conundrum And Solution Of Urban Illegal Construction

In the past 40 years of Reform and Opening,both the urbanization process and the national economy have experienced unprecedented development,and the urban architectural complexes have also shown rapid growth.While urban architecture is growing rapidly,urban illegal construction is also proliferating rampantly.Meanwhile,as the public yearns for a better life,increasingly more people have a higher expectation of their living environment,and the very existence of a large number of illegal buildings in cities has seriously hindered people's pursuit of a better living environment.Apart from continuously occupying public resources,urban illegal buildings are also restricting the overall development of cities and severely deterring the implementation of urban sustainable development strategy,thus becoming a new “chronic disease”,which is holding back the integral urban development.Many regions have attached great importance to this matter and carried out special measures to renovate illegal buildings,but the results have been minimal and unsatisfactory.It is imperative to effectively prevent and solve the "chronic disease" of urban development.Therefore,we must actively consider the efficient measures of controlling the urban illegal construction,so as to solve the urban development problems in a better way and promote harmonious urban landscape in China.This paper makes a comprehensive study on the integral management of illegal buildings in the M district of M city.The research indicates that the M district has made outstanding achievements in the special campaign of managing illegal buildings in recent years,which has altered the city landscape tremendously.However,while fruitful results have been achieved,there are still such major problems as serious insufficiency of law enforcement resources and joint efforts,poor feasibility of the operation of laws and regulations in law enforcement,and inflexibility of demolition mechanism.Urban illegal buildings must be handled with comprehensively.Improving legal and regulatory system and enhancing competencies of the law enforcement officials at the primary level to provide "safeguard" for the management of illegal buildings in cities;rationalizing the management mechanism and forming joint forces to build the "foundation" for the management of illegal buildings;and the introduction of new technologies and the rule of law atmosphere,where every citizen abides by law,are the "necessary means" to control violations.
