SMEs play in promoting China’s economic growth, and to promote the employment ofnationals, and enhance the state’s financial and other very important role, but the system is notsound economic law in China is seriously restricting the healthy and rapid development of SMEs.The author intended the basis of to restricting our healthy development of SMEs factors in theanalysis of economic law system, to explore strategies to ensure rapid and healthy development ofSMEs in China. This paper uses documentary research, logical reasoning, and then focus oneconomy law system constraining factor in the healthy development of SMEs in China, that thehigher threshold of market access, the burden of taxes, financing difficulties and economic status ofthe problem is the problem of restricting the healthy and rapid development of SMEs in Chinawhere, also pointed out that SMEs The nature of the low work efficiency of the governmentdepartments, the tax structure is irrational, higher tax rates, a wide range of taxes, China’s financialsystem, capital market system is not perfect, guarantees the key to the result in the above-mentioned problems of the SMEs. Next the author to the legal systems of the category, outliningthe economic law system of the United States, Japan, Germany and other countries, some countriesin Europe, America, Japan and other highlights in the SME market access, taxes, financing, andeconomic status successful experience. To further expand access areas, to provide convenient andefficient government services, and promote the integration of small and medium enterprises tosolve the problem of SME-related industry access threshold; learn from the advanced experience offoreign based on the tax structure by adjusting appropriate to reduce the tax rate, to increase effortsin the implementation of preferential tax policies, improve the efficiency of the implementation,reduce taxes species, to improve the financial system to help small and medium enterprises tosmall and medium-sized banks, lower listing threshold, increased debt financing for SMEs, tocreate a favorable legal environment, establish and improve the guarantee mechanism to ease thepressure of SME financing. Specialized legal and other means to improve the political status ofSMEs, the development of the economic position of SMEs to enhance the economic position ofSMEs.
