Study Of The Financial Policy Of The Western Regional Basic Public Service Equalization

Since the reform and opening up begin in our country, we get great success ineconomic and social development, however, we are relatively lag in the supply ofbasic public services, and the basic public services level differs between differentareas. Due to different factors such as history, geography, economy, and society, theoverall level of basic public services in China western region disparity fall behindother regions, and even in the inner part of western region there exists great inequalitybetween provinces. If we let the imbalance on, it will not only hinder the developmentof equalization in western area, but also intensify contradictions, destroy socialharmony. In order to improve the supply of the basic public services in western region,promoting equalization of basic public services between the western provinces andautonomous regions, and thus achieve the goal of basic public services equalization inChina, in this paper, I make a study on the equal basic public services of the westernregion.In this article， I combine normative analysis, empirical analysis and comparativeanalysis together to study the basic public services equalization in the western region.At first, I make a comprehensive state of basic public services, then after collectingrelated data in the western region, I make an analysis on the level and degree of thebasic public services equalization in China western region. I find out some problemson the supply of basic public services, and get the reasons why the western regionfails to realize the basic public services equalization. Putting the foreign countries’practices as a reference, I put forward further suggestions on the basic public servicesequalization of western region. I hope this research is useful for raising the level ofbasic public services’ equalization in the western region, and helpful for theequalization of other areas in China.This paper will be divided into seven parts:The first part is the introduction part, and it mainly introduces the background, purpose and the present research situation of basic public services at home and abroad,as well as the writing ideas, innovations and shortcomings.The second part mainly summarizes the related concepts of basic public services,as well as the theoretical basis of this paper.The third part analyses the situation of basic public services in China westernregion.The fourth part is the focus of this paper, collecting the related data of the basicpublic service in western region，I analyze the equalization level of basic publicservices as well as the factors of non-equilibrium.The fifth part analyses the reasons of non-equilibrium through collecting dates ofbasic public services in western region.The sixth part introduces the successful experience in the process of basic publicservices equalization in foreign countries.The seventh part makes some fiscal policy proposes on the basic public serviceequalization in China western region.
