Research and analysis of the current basic domestic public service equalization, the insufficient supply of basic public services, quality is not high, huge demand, market vacancy, and the allocation of resources, the system barriers, more, social background of complex problems, and for promoting the equalization of transfer payment and the implementation is not up to standard, unreasonable structure, unscientific allocation, imperfect system, unable to effectively effectively play to promote the equalization of role. At the same time, in Shanghai, for example, research and analysis of the current Shanghai basic equalization of public service situation, and transfer payment system in effect the status quo, problems and suggestions of the path and to put forward further perfect legal system, deepen the reform of the taxation system and mechanism, to draw the governance and the property rights relationship, improve the transfer payment system and so on four aspects, promoting basic public service equalization finance transfer payment system is proposed.
