In China, the public policy evaluation facing many non-standard questions, the legalsystem of assessment is not perfect, the government’s economic characteristics of human, thelagging information disclosure, lack of assessment subject, these issues seriously affecting thestandardization process of public policy evaluation.Based on the in-depth analysis of these issues, identify the problem cause, the rootreason lies in the lack of standardization and institutionalization for public policy evaluation.This paper analyzes the advanced experience in building public policy evaluation in westerncountries, proposed the standardization path suited to China’s national conditions, mainly tobuild a diversified assessment subject frame, a sound policy evaluation standard system,accelerate of legal and systematic process of policy evaluation, optimizing policy evaluationenvironment, improve the security mechanism of policy evaluation in order to promote thestandardization construction of public policy evaluation, thus ensure assessing policyformulation, implementation and enforcement effect, the whole process of assessment,draweffective assessment conclusions for providing reliable information base in the developmentof policy changes and end.Through by promoting the standardization of construction of public policy evaluation, toconstruct suitable policy assessment system for China, clear up policy assessment subject andstandards from institution and law, optimize the policy assessment environment, improve theevaluation system, whereby stimulate policy evaluation, accelerate our institutionalized andstandardized process in public policy evaluation, improve the quality of policy service,achieve the target of constructing service-oriented, responsible and evaluative government.
