| The assessment of civil servants is a significant way to correctlyevaluate civil servants’ political integrity and professional performance,promote the diligent honest, improve work efficiency and constructhigh-quality civil servants. Township civil servants act as the executivebody of China’s township government, they undertake to boost ruraleconomic development, maintain the rural social stability, and theydirectly serve the broad masses of farmers, small serviceradius,concentrated service object, specific service content. Hence, thetownship civil servants’ quality not just relates to the grass-roots level ofstate organs to promote work efficiency, but also relates to the party andthe government image in the eyes of the common people.Bystrengthening assessment efforts to the township civil servants, it can bebeneficial to correctly distinguish the cadres, evaluate them withobjective and fair, use them reasonably, educate and stimulate themeffectively. Lhasa township civil servants as border ethnic autonomousregions primary civil servants in China, due to various social andeconomic undertakings developing lag relatively, the developmentprocess of Lhasa township civil service examination is comparativelyslow. At present, although the township civil service examination inLhasa starts from scratch and tends to be more standardized, to someextent, it exists some common problems, such as no discrimination between good and bad, no distinction between meriting and deservingpunishments, prepared for promotion but not demotion, also has itsspecial problems at the same time.
